Growing an Equitable Park System on Treasure & Yerba Buena Island
One Treasure Island
BluePoint Planning led a team of consultants to provide recommendations on the equitable development, programming and management of Treasure Island and Yerba Buena Island parks and open spaces. BluePoint worked with project partners One Treasure Island, Treasure Island Development Authority and Treasure Island Community Development LLC to complete the study over 10 months. The two islands are undergoing years long redevelopment that will result in 8,000 new housing units, more than a quarter of which will be affordable housing. The parks and open spaces are a central component, intended to serve island residents and provide an iconic San Francisco destination.
BluePoint and specialty subconsultants focused on the operation of the parks, evaluating visitation, programming, and management of the TI/YBI park system as it continues to be developed. The team conducted an evaluation of potential roles for a nonprofit and recommended an organizational transition strategy. BluePoint also developed a parks-specific equity decision-making tool the project partners will use in park development, programming and operations decisions. The final chapter of the study includes a three-year action plan that identifies clear next steps for all partners.
