Energy Upgrade California was an unprecedented statewide energy efficiency program developed through a partnership of local governments, utility companies and nonprofits. Mindy Craig was the lead facilitator of the statewide Working Group, and was the principal-in-charge and lead outreach, marketing and brand strategist for this $20 million program.
Mindy brought together local government, utilities, and state agencies to create this unique program by facilitating over 20 intensive partnering sessions and leading an ongoing statewide governance program.

To develop the marketing and communication strategies and implement the program, Mindy with team partners conducted extensive research, including focus groups, surveys and stakeholder meetings, developed a one-stop-shop website resource for homeowners, created community outreach strategies for Alameda County and Los Angeles County, worked closely with utilities, industry leaders, provided training and comprehensive marketing and outreach support.
