Bay Area Conservation and Development Commission

BluePoint Planning led the Bay Area Conservation and Development Commission (BCDC) in creating an actionable 3-Year Strategic Plan. Through a deliberate process, BluePoint helped BCDC commissioners, staff, partners, and stakeholders work together to develop a new vision statement, set ambitious but achievable goals, center the plan in equity, and create an actionable implementation plan.
BluePoint designed and facilitated for the three project phases: Setting the Context, Defining Goals and Objectives, and Establishing a Path Forward. BluePoint began by information-gathering from BCDC’s commissioners, staff, partners, equity advisors, and advisory group members, via surveys, small group meetings, and workshops.
After presenting an analysis of strengths, weaknesses, opportunities, and threats to both a staff working group and a commission working group, BluePoint worked collaboratively with the working groups and senior staff to develop a new vision statement, refine the mission statement, articulate BCDC’s core values, and identify goals for the organization for the organization over the next 3 years. After several rounds of iteration, BluePoint Planning guided staffed in developing actions for each goal, ensuring that they had bought into the process and felt heard throughout.
BluePoint Planning and BCDC senior staff collaborated closely during the third phase to refine the strategic framework with public and agency feedback and to develop an easy-to-use action plan to track progress.
